Last August, Missouri voters passed Amendment 2, changing the state constitution and expanding Medicaid eligibility for Missourians. As the state budget for next year is moving through the legislature, allocations for Medicaid expansion have yet to be made, despite the clear voice of the people and the revision to the constitution.
